Kansas Introduces Medical Marijuana Bill

Kansas House Bill 2678 was introduced, which would allow for the cultivation, processing, manufacturing, distribution, sale, and use of medical cannabis.

At 115 pages, the bill contains a significant amount of proposed regulations, including details on the registration process, the establishment of various boards to regulate cannabis use, a regulation fund, the expunging of cannabis-related charges, the creation of a cannabis tax, and much more.

The bill lists 21 qualifying medical conditions for cannabis therapy, including:

  • Severe or intractable pain lasting longer than two weeks where the physician has found that pain is not adequately managed by conventional medications other than opioids or physical interventions
  • Spinal cord disease or injury
  • Epilepsy or other seizure disorders
  • Multiple sclerosis
  • PTSD
  • Rare conditions or diseases that effect less than 200,000 individuals in the U.S. and is not adequately managed by conventional medications
  • Any other disease or condition adopted by the Secretary of Health and Environment upon petition recommended for approval by the medical cannabis advisory committee
