Delaware and Pennsylvania Expand Medical Data Call Reporting

The Delaware and Pennsylvania Compensation Rating Bureaus (DCRB and PCRB) are expanding eligibility for their Medical and Indemnity Data Call, through a phased approach.

Currently, carriers with at least 0.5% market share must report claim data. The expanded reporting will start July 1, 2026, for carrier groups with 0.25% or greater market share, with data due by December 1, 2026. Beginning January 1, 2027, all remaining carriers below 0.25% market share must report, with data due by June 30, 2027.

Although the Delaware and Pennsylvania changes are initiated by their respective rating bureaus, they align with a broader industry initiative led by NCCI to reduce the eligibility threshold for participation from 1% to 0.5% market share and to further standardize Medical Data Call reporting across jurisdictions.

This effort promotes consistency, ensures equitable treatment of all carriers, and enhances transparency and accuracy in tracking medical cost trends. Carriers should begin preparing now to meet these evolving requirements.
