Florida Rule Update Impacts Convenience Kits and Out-of-State Providers

The Florida Division of Workers’ Compensation (DWC) adopted rule 69L-7.020, establishing the 2024 edition of the Health Care Provider Reimbursement Manual.

After several public workshops, a few key changes were made, particularly a new requirement for prior authorizations on all Drug Convenience Kits.

Additionally, the update includes new reimbursement methodologies for out-of-state providers. Prior to the delivery of medical services, a carrier and a health care provider must agree upon the amounts of reimbursement for the services at the time of authorization or, if no agreement is made prior to the service being rendered, the carrier must reimburse:

  • An agreed upon contract price
  • The MRA in the fee schedule for locality 03

These new rules are in effect as of January 1, 2025.
