Connecticut Ned Governor Lamont signed House Bill 5605 into law, changing how Connecticut updates its workers’ comp medical fee schedule.
Starting July 1, 2025, the Workers’ Compensation Commission (WCC) will no longer be required to keep reimbursement rate changes revenue neutral, meaning the state can raise or lower how much it pays doctors and other medical providers for workers’ comp care without having to balance the budget.
Under the old law, if the WCC increased payments for one type of service, such as surgery, they had to cut payments somewhere else, such as in physical therapy, to keep overall spending the same. Now, the WCC can adjust payments based on what medical care actually costs, even if that means spending more overall.
Removing the revenue neutrality requirement allows the WCC to update the medical fee schedule based on cost trends. This flexibility could improve reimbursement rates, retain providers, and enhance access to care.
Connecticut is expected to release its annual fee schedule on July 15th.
